Fall meeting for 11th Crow Wing Lake
Association
The fall meeting for the 10th & 11th Crow Wing
lake association was held Sept 19, 2009. The meeting was called to
order by pres., Dan Rud. The secretary’s report was read and approved.
The treasurer’s report was stated and approved.
A bridge update report was not given but an encouragement for everyone
to contact our senator and representative asking them to support the
bridge project HF 749. Our congressional persons like to hear from
their constituents. Their address, e-mail, and phone numbers are listed
in the Akeley late association web site.
There was no COLA (Coalition Of Lake Associations) report but it was
noted that Dan Kittleson is the new COLA president replacing Ken Grob.
Norris Kowalke, Kim Bowen, and Dan Rud offered to take turns going to
monthly COLA meetings. Katie Magozzi, COLA representative came in late
to suggest we make a lake management plan to apply for monies offered
through COLA to support the endeavors listed in our plan. A group
volunteered to work on this project: Kim Bowen, Chip Hanson, Lisa
Hanson, Katie Magozzi, Dan Rud, Rich Williamson, Rich Willhaus will meet
within the next month to work on this project.
Rich Willhaus gave a lake quality report stating that phosphorus, and
chlorophyll levels were acceptable levels and secchi disk readings were
better than previous years. An explanation for this may be the lower
water temperatures. A motion was made to continue these tests in 2010.
New business included a discussion to encourage everyone to pay dues at
the spring meeting. The by laws will be changed to address this. The
annual dues are increasing from $12 to $14 per COLA increase. A motion
was made to send a personal catch-up note to be included in the spring
newsletter. Another business item was to hold the fall meeting the
second Saturday of August, which will encourage increased attendance for
seasonal residents. The meeting date issue was tabled and will be
discussed at the spring meeting.
An election of officers was held with Kim Bowen volunteering to be lake
association president for a one-year term. The meeting was then
adjourned.

Rud opened meeting.
Treasurers report $1,952.32 in Bank.
Dues for 2009 are being received by the treasurer and most of the
money from the bridge project has been returned per Treasurer Lisa
Hansen. Suggestion was made to set a date that Yearly Dues
should be paid. No motion made at this time. COLA (Coalition
of Lake Associations) dues are paid in the Fall and are set based on
membership.
Kim Bowen introduced Darrin Hoverson, Invasive Species Specialist
with the DNR. His office is located at Itasca State Park.
Darrin gave an update on current Curly Leaf Pondweed in 11th Crow
Wing Lake and proper procedures to use when it has been identified.
Kim stated that the weed infestation has improved, but it does come
back. Hand pulling and chemical application can be effective if
done on a regular basis. All chemical applications must have a
permit issued by the DNR. Homeowners are allowed to treat 2500
square feet around their shoreline with the proper permit. Darrin
has a Lake Survey for vegetation planned for the 11th Crow Wing Lake
sometime in June. Kim will be notified of the date and interested
homeowners can contact her for the date of the survey. All guests
to the 10th and 11th Crow Wing Lakes need to check their boats
before and after launching. That must include propeller,live wells,
trailers, bait buckets, etc. All vegetation must be removed and
disposed of properly. After discussion it was decided to continue
with current practices of pulling Curly Leaf and homeowner chemical
application when needed. Homeowners can go to DNR website for
permit information.

Concern voiced regarding dust from ATVs along the highway.
Recommendation to contact the ATV club and the county to see if they
can control the dust by Calcium Chloride application and proper
trail maintenance.
The culvert in the 11th Crow Wing Lake has been cleaned and dredge.
There are some large rocks in place so care must still be taken.
Bridge update. Scott Turner and Joel Abraham testified at the
Capital for the Transportation sub-committee and the Finance
Committee. The bill was passed unanimously for the State to fund
bridge replacement. Legislature also recommended it be replaced
under the Clean Water Act. No local funding will be required.
Homeowners can follow the bill through the process by going to the
State website. The Bridge Bill # is HF(House Finance) 749. The
bill was introduce by Rep. Howes.
New business for next meeting: change meeting date so more members
can attend.
